Digital Competence has been acknowledged by the European Union (EU) as one of the 8 key
competences for Lifelong Learning. DIGCOMP is the framework for developing and understanding
digital competence in EU. It was developed by EU research institutions. The DIGCOMP framework
describes what digital competence is and groups its components in five areas: information processing,
communication, content creation, safety and problem solving. The framework defines three levels of
competencies sets. During the framework developing scientific approach was applied. The framework
consisted of the five dimensions: competence areas, competences, proficiency levels, examples of the
knowledge, skills and attitudes applicable to each competence, and examples on the applicability of
the competence to different purposes (two different examples: learning and employment are
provided).
The DIGCOMP framework is a tool to improve citizens’ digital competences and to standardize the
approach to digital literacy across the EU.
The article presents the DIGCOMP framework and examples of its use for the purpose of raising the
level of digital competences of the society. The examples come from different EU countries and show
growing spread of the DIGCOMP standard. Different running projects are presented and discussed in
the paper. Their results are also summarized and generalized.
At the end of the paper, trends and future developments of the DIGCOMP framework are presented,
based on experiences of its implementation by different EU projects.
