Designing energy retrofit strategy for a city involves gathering reliable input on condition of the existing infrastructure and buildings. The proposed method of data collection and analysis was aimed at providing insight into age, type, technical condition and energy efficiency of built assets, development intensity, and heat provision that have an effect on the area’s total heating Energy consumption. The city was divided into zones of similar properties. Then a set of zone-representative buildings was selected and their energy properties were defined. Those representative buildings served as a basis for estimating weighted average energy demand per 1m2 of usable floor area of buildings in the zone. With the estimated energy demand and knowledge on technical condition of the buildings in the zone, it is possible to assess the potential for energy savings for each zone, and to extrapolate findings on whole city districts to set priorities for energy retrofit projects. The method may be applied to analyses on any scale: from particular buildings, housing estates, district, to whole cities. However, in the absence of GIS data, the data collection workload is considerable. The paper presents application of the method to analysis of the housing stock of Lublin, a city of 350 000 inhabitants located in south-eastern Poland.
