The protection of historical towns has always constituted one of the most difficult conservationtasks. At the time of the People’s Republic of Polandthe prevailing systemic conditions led to a growingneglect of the majority of historical towns. In somecases, however, the central administration and financ-ing system, combined with limited ownership rights,permitted an effective realisation of conservation programmes. One of such towns was Kazimierz Dolny, whichhas enjoyed conservation protection since the 1920s.Thanks to a consistent realisation of the complex con-servation programme during the 1970s and 1980s thehistorical merits of the town were preserved and evenenhanced. In the wake of the systemic transformation inPoland it became impossible to continue formerforms of conservation protection. The rank of theconservator changed, state subsidies ceased, and theright to decide about private property was restored tothe owners of historical monuments. Only the ownersare held responsible for the state of the objects, whileactivity conducted on a town scale is the domain ofthe self-government. As a result, new investmentsand intensive exploitation are transforming the his-torical nature of the locality, a process which remainsuncontrolled. The example of Kazimierz Dolny demonstrates thata new model of an effective protection of historicaltowns has still not been devised in the new conditions.
