| Authors of the paper state that clusters based on the formal structure constitute entity subjected to the management, but the management in such an organization is associated with a number of dile mmas. Among these dilemmas following were distinguished: the need to determine the level of openness to new members of the formal structure, the choice of legal form of organization operating as a cluster, the choice method of financing and the need to identify priorities for action. The aim of the article was to characterize selected dilemmas. In the first part of this article authors carried out theoretical considerations on the nature of the cluster, in the second part the cluster was presented as an organized form of cooperation subjected to management.
