| The article discusses the risk-oriented approach to preserving the Ukranian historical and cultural heritage in conditions of an existing and potential military threat. The proposals for the formation of urban planning policy are offered based on the spatial and territorial distribution of the territory of Ukraine by the level of military risk. The proposals will allow for determining the priority architectural, planning, engineering, and technical measures to ensure the security of historical and cultural heritage. A quantitative assessment of existing and potential risk levels was conducted. Also, actual damages to historical and cultural heritage sites were recorded by region in Ukraine. The most dangerous regions that require urgent implementation of measures to ensure the security of such sites were identified. In addition, a comprehensive multi-level system of historical and cultural heritage protection of sites is proposed. The system includes preventive, organizational, constructive, and technical measures, and urgent evacuation measures for historical and cultural values. |
